2023 WCCA Spring Board Meeng

I. Welcome and Introductions

President Bill Novotny (Johnson County) called the meeting to order at 12:18 p.m. President

Novotny thanked WCCA staff and Converse County for planning the meeting.

II. Approval of Minutes

President Novotny moved approval of the 2022 WCCA Winter Board Virtual Meeting Minutes from December 2022, Gunnar Malm (Laramie County) seconded; the motion carried.

III. Strategic Plan, WCCA Policies, Bylaw Review and Discussion

Execuve Director Jerimiah Rieman gave a presentation that included a strategic plan review. The discussion connued with a review of WCCA policies and bylaws.

IV. Board Roundtable

Discussion involving whether to allow the Wyoming Association of Municipalies or any

Wyoming municipality to be involved in the WCCA Congressional Tour occurred. Ultimately, the decision was made to leave the tour as is and to possibly discuss it later.

V. Financial Report

Treasurer Short (Converse County) provided a brief financial update. Also discussed was the possibility of paying off the WCCA building in Cheyenne early. Documentation was provided to those in attendance, giving them the information needed to make that decision. Many stated they needed to speak to their fellow commissioners before a final decision was made.

VI. Budget Discussion

ED Rieman reviewed the following handouts which were provided to the Board: the FY24 Dues Proposal and the FY24 Budget Proposal.

The Board went into Executive Session from 2:00 p.m. to 2:58 p.m. to discuss performance evaluations and other items.

Once the Board exited from the Executive Session, discussion continued on the proposed county dues.

Motions were made and carried on the following topics: FRNPA resource counsel, staff salaries, approval on FY24 Budget, approval of special assessment.

VII. Good of the Order

ED Rieman thanked the Board for their support.

President Novotny then adjourned the 2023 WCCA Spring Meeng at 3:33 p.m.
