Special WCCA Board Meeting

I. Call to Order
The meeting was called to order by President Macker to consider a request for WCCA participation in pending litigation before the Wyoming Supreme Court, consistent with the Association’s litigation policy.
II. Roll Call
All Board members were present.
III. Purpose of Meeting
The Board meeting was convened pursuant to the WCCA Litigation Policy following a recommendation from the Elections, Land Use, and Government Operations Committee to consider a request submitted by Natrona County.
IV. Presentation of Request and Board Discussion
Representatives from Natrona County presented the issue and outlined their request for WCCA involvement in a matter concerning county zoning authority over gravel and sand operations on state lands. The Board discussed the issue, its potential statewide implications, and the appropriate form of WCCA participation under the policy.
Motion 1: A motion was made to authorize WCCA participation in the litigation through the filing of an amicus curiae brief and to seek outside counsel to assist with such participation. The motion was seconded. The motion passed unanimously.
Motion 2: A motion was made to authorize the use of up to $20,000 in business partner funds to support WCCA’s participation in litigation. The motion was seconded. The motion passed unanimously.
VI. Adjournment
With no further business, President Macker adjourned the meeting.
