2025 WCCA Spring Board Meeting

Wednesday, May 14
I. Welcome and Introductions
President Natalia Macker (Teton County) welcomed attendees to the Wyoming County Commissioners Association (WCCA) Spring Board Meeting and introduced staff and the WCCA Executive Committee. Board members individually introduced themselves.
II. Approval of Minutes
President Macker moved to approve minutes for the following events: 2024 WCCA Winter Board Meeting, 2024 WCCA Winter Meeting, and 2025 WCCA Legislative Conference. Vice President Robert Short (Converse County) seconded the motion and, thereafter, the motion carried unanimously.
III. NACo EDGE - Solutions for Wyoming Counties
Spencer Taylor, National Operations Director for NACo EDGE provided an overview of NACo EDGE programs and discussed opportunities for Wyoming counties to leverage national partnerships to reduce costs. Highlights included service models that offer counties enhanced purchasing power, workforce recruitment and retention tools, and health benefit management resources. Board members discussed potential participation and WCCA partnerships.
IV. Legislative Engagement - Interim and Session
Jerimiah Rieman, WCCA Executive Director discussed the WCCA’s past legislative engagement strategy and options moving forward, including whether to deemphasize legislative engagement while further emphasizing service delivery. Board members articulated their desire for maintaining active communication with legislators to ensure county perspectives are adequately represented.
Treasurer Gunnar Malm (Laramie County) reflected on the association’s fiscal health, summarizing current fund balances and revenue sources. As of March 31, 2025, the WCCA’s total liabilities and equity were $1,716,264.86 and FY25 expenses were under budget.
VI. FY26 Budget Discussion
The WCCA Executive Committee with support from Jerimiah Rieman reviewed the proposed FY26 budget and dues structure. For FY26, the WCCA Executive Committee proposed maintaining dues at $475,000 with a total projected income of $1,128,750 and expenses of $1,172,690.
Following extensive discussion, including whether to reduce dues and/or various expenses, a motion was made to approve the FY26 budget and dues schedule as proposed. The motion was seconded. The motion passed unanimously.
VII. Executive Session
A motion to enter executive session was made to discuss non-dues paying counties and undertake evaluation of staff. The motion was seconded. The Board reconvened in open session. No formal actions were taken during the executive session.
VIII. Good of the Order
President Macker opened the floor for discussion; however, no additional discussion occurred.
IX. Tour - National Museum of Military Vehicles
Following adjournment, Board members toured the National Museum of Military Vehicles guided by Dan Starks.
X. Adjournment
With no further business, President Macker adjourned the meeting.
