2024 WCCA Winter Board Meeting

I. Welcome and Introductions

President Bill Novotny (Johnson County) welcomed attendees to the Wyoming County

Commissioners Association (WCCA) Winter Board Meeting and introduced staff and the

WCCA Executive Committee. Board members individually introduced themselves.


II. Approval of Minutes

President Novotny moved to approve the 2024 WCCA Board Retreat minutes.

Commissioner Gunnar Malm (Laramie County) seconded the motion and, thereafter, the

motion carried unanimously.


III. Update from the Governor’s Office

Randall Luthi, Policy Director, provided a Governor’s Office update outlining key

priorities heading into 2025, including:


  • Energy and natural resources and ongoing efforts to promote engage federal agencies;

  • State budge outlook overviewing the state’s fiscal health and anticipated

    legislative discussions; and

  • Infrastructure and economic development.


Commissioners engaged in a brief Q&A session regarding the coordination of county

interests with the Governor’s Office and collaboration opportunities.


IV. Wyoming’s U.W. Semiquincentenial Celebration

Representative Sandy Newsome, Chairwoman of the House Travel, Recreation, Wildlife

and Cultural Resources Committee provided an update on Wyoming’s plans for the U.S.

Semiquincentennial Celebration in 2026. Chairwoman Newsome discussed the state’s

commemorative them and goals, opportunities for county-level participation, including

legislative grant support, and coordination with the Wyoming Humanities and other

cultural partners to develop statewide programming.


V. Business Parnership – Public Surplus

Jacob Holdaway, State Association Program Manager for Public Surplus presented on

opportunities through the Public Surplus/WCCA business partnership. Holdaway

outlined the platform’s functions, emphasizing benefits for counties seeking to auctionsurplus property securely and transparently, revenue-sharing opportunities for the

WCCA, and case studies demonstrating cost savings and efficiency achieved by

participating counties.


VI. Good of the Order

President Novotny opened the floor for additional discussion. Topics raised included

legislative session priorities and other business partnership opportunities. No executive

session was held and no formal actions were taken.


VII. Adjournment

With no further business, President Novotny adjourned the meeting.
