As requested late last year, I am writing to share a memorandum titled County Planning and Zoning Authority - Wind, Solar, and Emerging Technologies, which is attached for your reference.

As counties increasingly encounter applications for wind and solar energy facilities, battery storage, data and AI centers, and related infrastructure, questions frequently arise regarding the scope and limits of county planning and zoning authority.
