Speaker of the House Chip Neiman and Representative J.D. Williams Honored as WCCA Legislators of the Year


The Wyoming County Commissioners Association proudly recognizes Speaker of the House Chip Neiman and Representative J.D. Williams as their 2025 Legislators of the Year, expressing gratitude for their service and contributions to Wyoming.


Speaker of the House Chip Neiman is recognized for his willingness to engage Wyoming’s counties on critical issues, most notably property tax reform. Throughout his service, Neiman has consistently invited county commissioners and WCCA leaders into conversations with House leadership, ensuring that legislative initiatives avoid or minimize negative impacts on local governments while achieving statewide goals.


A rancher from Crook County, Speaker Neiman brings to the legislature a deep appreciation for Wyoming’s rural communities and the challenges they face. Since his election to the House in 2020, he has attempted to ensure the House remains connected to the people it serves. “Speaker Neiman believes that bringing stakeholders together is the proper way of doing business,” said WCCA Executive Director Jerimiah Rieman. “We wholeheartedly agree and are grateful for his leadership.”


Representative J.D. Williams, who represents House District 2, is recognized for his honesty, integrity, and commitment to defending the role of local government. Williams has been outspoken in pushing back against hostility directed at local officials. He has repeatedly reminded Wyomingites that local leaders deserve respect for their service to communities.


Williams has also demonstrated an ability to craft legislation in response to concerns raised in his district. During the 2025 session, he cosponsored SF0174, which calls for the Legislature to examine legislative apportionment and ensure the Legislature receives input from citizens. The bill was a direct response to frustrations voiced by voters in Weston County who felt underrepresented in the current system.


“Representative Williams stands out for his thoughtful approach and his willingness to elevate the voices of his constituents,” said Rieman. “He is a principled leader who consistently supports counties and brings an important perspective to the Legislature.”


Representative Williams received his plaque at the WCCA’s annual awards banquet on September 25, 2025. Speaker Neiman will be presented his plaque at a future date.
